POSITION STATEMENT
ON-SITE SEWAGE
The Kentucky Health Departments Association believes
Environmental Health is an extremely important facet of our public health
mission, which is to fulfill society's interest in assuring conditions in
which people can be healthy.
Environmental public health programs in the Commonwealth
include food service inspections public facilities inspections, general
sanitation and on-site sewage.
The proper disposal of on-site sewage is of great concern
to the Kentucky Health Departments Association. It is essential that
consistent application and enforcement of on-site regulations take place
within the Cabinet for Health Services and in local health departments who act
as their agent.
The Kentucky Health Departments Association strongly
supports state funding to increase professional personnel in the Department
for Public Health thereby improving the monitoring and technical support
provided to local health departments.
The Kentucky Health Departments Association maintains the
ultimate accountability for the Kentucky On-Site Sewage Regulations rest with
the Department for Public Health and Cabinet for Health Services as provided
in Kentucky Revised Statute, Chapter 211.
The Kentucky Health Departments Association firmly believes
the most important outcome of proper on-site sewage permitting, construction,
and follow-up is a healthier Kentucky. The Cabinet for Health Services and its
agents must do whatever is necessary to achieve a healthy Kentucky.
