Vision, Goals, and
Strategic Planning
-Complete public health Visioning process, identify essential public health
functions, create ownership of the Vision and monitor ongoing progress.
-Communicate the public health Vision to the Commonwealth.
-Develop an ongoing strategic
planning process for public health that is responsive to the needs of
the Commonwealth.
-Develop specific public health goals and objectives that reflect our
vision, strategic planning, and core function activities.
Conduct Organizational Capacity & Community Needs Assessments
-Orientate public health staff to the importance and value of organizational
capacity and community needs assessment processes.
-Conduct organizational capacity and community needs assessments in all
counties.
-Ensure that local health department services are included in community
needs assessments.
INCREASE ORGANIZATIONAL CAPACITY IN PUBLIC HEALTH
Training and Staff Development
-Define and implement a statewide training program for public health staff.
-Establish and implement a statewide public health training program for
the evolving roles of public health staff.
Improved Management Information Systems
-Review national health database options and public health networks in
other states.
-Enhance local health department information database network and implement
community wide data linkages to ensure M.I.S. capacity.
Personnel Management
-Revise local health department personnel merit system as necessary to
meet the needs of employees, agencies and the community.
Outreach and Education
-Target populations for education and information to promote and strengthen
public health.
-Unite with the Kentucky Department for Public Health in "Singing Praises
of Public Health."
-Partner with the Kentucky Department of Public Health to develop and
implement an information, outreach, and education campaign.
Stable and Secure Public Health Funding
-Develop and create ownership in the Kentucky Public Health Improvement
Plan.
-Build coalitions for strong leadership and advocacy, change political
climate and behavior to increase funding and resources for public health.
-Secure stable and flexible public health funding for the Kentucky Public
Health Improvement Plan.
-Explore alternative sources of funding.
-Assess and respond to Welfare Reform and Managed Care initiatives upon
indigent care demands for public health.
-Analyze expenditures and flexibility of funding sources to improve cost
efficiency.
Managed Care
-Participate in each Medicaid Managed Care Regional Partnership during
planning, design, and implementation.
-Define an array of health services and establish an appropriate range
of fees.
-Assure protocols, standards, indicators, and outcomes are designed and
monitored to improve health status.
-Educate decision makers and third party entities about the personal and
home health services provided by local health departments.
Public Health Leadership and Community Partnerships To Achieve Improved
Health Status
-Provide leadership for the development of collaborative community partnerships.
-Collaborate with community partnerships to assure appropriate services.
-Assess health status indicators of communities, educated the public about
the significance of those indicators, develop policies and improve health
status.
-Involve community partnerships in the identification of appropriated
measures for a community report card.
-Monitor progress toward agreed health status indicators and outcome measures,
and publish annual community report cards.
